Need help with 3D card purchase

I am not a big fan of games but now I need to purchase a new 3D card to go with my new PC. Nowadays, iIt is harder and harder to find out which is the better card and which is more value to money since the performance indicators are far too many relative to the older generations.

Anyway, My budget is HKD 650(Approximately NT 3800). Pls advice me what is the best 3D I could get with this price. Do pls list the manufacturer and the specs of the card as well.

big fan of games should pay at least over a thousand for a merely usable display card
wht you get with 650 is just some amateur cards

You should see how 4870x2 rises its temp. when fully loaded!!! HAHA!!!
